It’s good practice and California State Law that churches have an official Constitution or By-Laws. These documents detail the beliefs, practices and policies of the church. People who have expertise in such areas advise churches to review, revise and update their official Constitution or By-Laws every 7 to 10 years.
Paseo del Rey Church began as a Home Bible Study in 1973. In 1976, the leaders of that group of followers of Jesus created our first Paseo del Rey Church Constitution and officially became a church. This 1976 Constitution served us well for many years. As we grew, purchased property and built our church home, it became clear we needed to revise our Constitution. In 1992, our 1976 Constitution was studied and a revised 1992 Paseo del Rey Church Constitution was presented and unanimously adopted by our church family.
In 2013, we began discussions to examine our 1992 Paseo del Rey Church Constitution and perhaps propose a revised Constitution to our church family. In 2013, we were a very different congregation than we were in 1992, a church with different needs, practices and additional staff. It had also been over 10 years since we last studied and revised our Constitution.
And also importantly, our denomination, the Evangelical Free Church of America (EFCA), had updated their Statement of Faith from the original 1950 EFCA Statement of Faith to the new 2008 EFCA Statement of Faith. As both our 1976 and 1992 Paseo del Rey Church Constitutions were crafted prior to 2008, they both centered around the previous 1950 EFCA Statement of Faith.
Our elders did a very careful, nearly yearlong study of this updated 2008 EFCA Statement of Faith and unanimously approved it. The 2008 EFCA Statement of Faith subtracted nothing from our biblical belief. Rather, it strengthened our beliefs and spoke in language that was more fluid, understandable and powerful than the original 1950 EFCA Statement of Faith.
So, in 2015, our Elders formed a Paseo del Rey Church Constitutional Review Team of Federico Dominguez, Amy Hayes, Bryan Felber, Gary Bowman, and early on, Martin Munoz. This team was tasked by the Elders to review, revise and draft an updated PdR Constitution, with the 2008 EFCA Statement of Faith at its heart.
The Constitutional Review Team studied and worked hard for over a year, presenting their work to the Elders along the way. Our Elders then dialogued with the Constitutional Review Team, studied the proposed revisions along with the rationale for every suggested revision. Myron Steeves, a Christian Attorney, was also hired to advise us. Finally, in late 2016, the Elders and Pastors unanimously approved the Proposed 2017 Paseo del Rey Church Constitution, with the 2008 EFCA Statement of Faith at its center.
Our Elders now joyfully and officially present our Proposed 2017 Paseo del Rey Church Constitution to our congregation for their approval at our November 12, 2017 Congregational meeting.

This six week class, led by Federico Dominguez and Bryan Felber, will explore the 2008 Evangelical Free Church Statement of Faith. This will be a great Bible class for folks who want to understand better this great Statement of Faith, and for anyone wanting to grow in understanding what we believe.

The EFCA has produced an excellent book, Evangelical Convictions: A Theological Exposition of the Statement of Faith of the EFCA which the elders used as part of their study of the 2008 EFCA Statement of Faith.
